Since 2026
Promoting the humane treatment, welfare, and safety of animals in Gibson County, Indiana.
Our History
Gibson County Volunteer Services to Animals (GCVSA) (doing business as Pawsitive Change Society) was officially incorporated on July 11, 2026. Our board members were all shelter volunteers before the organization was founded, and each of us had seen firsthand the need for better shelter conditions, along with stronger education and training for shelter staff and volunteers. We also wanted to find ways to help animals outside the shelter system, along with their owners and others in our community. We realized we could accomplish far more toward these goals by forming a nonprofit organization.

What Drives Us
Our Mission
Gibson County Volunteer Services to Animals, Inc. exists to promote the humane treatment, well-being, and safety of every animal in Gibson County. We’re committed to ensuring animals in local shelters receive compassionate care and enrichment while they await permanent homes.
We recruit, organize, and support volunteers in animal care, community outreach, and education. Through fundraising and donations, we help provide staff training, medical treatment, behavioral enrichment, and the supplies needed to improve quality of life for homeless animals and pets in our community.
Through collaboration, advocacy, education, and responsible stewardship, we work to enhance animal welfare and encourage compassionate care throughout Gibson County.

Why Adopt?
Every Adoption Counts
Adopting a pet means giving a homeless animal a second chance, while gaining a loyal companion of your own. Every adoption fee goes directly back into caring for the next animal in need, covering vaccines, spay/neuter surgery, and daily care. When you adopt, you’re not just welcoming a new family member; you’re helping us save more lives right here in Gibson County.
You're Saving a Life
Shelters take in far more animals than they can place, and every adoption opens up space and resources for the next animal in need. Choosing to adopt means choosing to be part of the solution.
They're Ready to Love You Back
Our animals are vaccinated, spayed or neutered, and health-checked before they go home with you. Many are already house-trained or socialized, so you skip the hardest parts of raising a pet from scratch.
It's Budget-Friendly
Adoption fees are a fraction of what you’d pay a breeder or pet store, and they already include services that would otherwise cost hundreds of dollars, like vaccinations and spay/neuter surgery.
You're Never on Your Own
Our team of volunteers is here to help you find the right match for your home and lifestyle, and we’re always available afterward with advice, resources, and support as your new pet settles in.

Chair, Board of Directors
I am a graduate of Oakland City High School and DePauw University in Music. I am a professionally trained vocalist, specializing in opera and oratorio. My career and post-graduate training took me to Detroit, Austria (American Institute of Musical Studies), Germany (Regensburg Stadttheater) and then to Los Angeles to perform and study at USC and with Seth Riggs. My father, Gene Blough, founded the Gibson County Humane Society. Because I had worked with him in the early years of that organization I volunteered at animal shelters in Los Angeles, working beside professionals with the City of Los Angeles Department of Animal Regulation. I also worked for the Amanda Foundation, an animal rescue organization in Beverly Hills, during my seven years in LA. When my family and I moved back to the Tri-State I once again volunteered with GCHS.
After the birth of my daughter I decided to change careers. I taught music at the middle school, high school, and university levels for over thirty years while also teaching voice and flute privately. I am officially retired from teaching now, but work from home as a reading tutor with two online platforms. I have never been far away from dogs and cats, continuing to rescue cats during my teaching years, as well as dogs from area rescues and shelters. After my retirement I wanted to become more active as an animal shelter volunteer. In doing so it became obvious to me that much more could be done for the shelter and non-shelter animals in our county. That is why I became a founding member and chairperson for the board of directors of Gibson County Volunteer Services to Animals.
I have one daughter, Elizabeth, who is a special education teacher and yoga instructor and yoga teacher trainer in Indianapolis. My daughter also rescues dogs and cats.
Tina Marie Winters
Treasurer, Board of Directors
I serve as the treasurer for GCVSA. I have experience working in a Veterinary Clinic and with a groomer. I served as a volunteer civilian K9 officer with the Gibson County K9 Services years ago with my Bloodhound Abigail Louise. I have fostered kittens and puppies from the surrounding tri-state area for multiple shelters and rescues for years. I have fostered failed several times, and recently with Bandit from the Gibson County Animal Shelter.
I share a home with my husband Rick, our 6 dogs, 3 cats, and a pot-bellied pig, all of whom were rescued. I have 4 grandchildren: 3 boys and 1 girl. My favorite hobby is fostering animals, teaching my grandkids how to feed and care for them, and showing them how to give them a loving home. Also, I enjoy helping clean at the shelter. And my favorite time is spent with all my furbabies at home.
Jennifer Mayhall
Member, Board of Directors
I have lived in Princeton my whole life and graduated from PCHS in 1972. I graduated from ISUE(now USI) with a degree in Dental Hygiene and was blessed with a 46-year career.
Animals have always been a huge part of my life. Growing up, I was always surrounded by cats, dogs, and horses. My love for animals eventually led me to become involved in rescue, including transports and working with several area shelters and rescue groups. I’ve also fostered…and, of course, foster failed twice with 2 black and white Pit Bull mixes, Pinky and Thomas.
Family is another very important part of my life. I have two sons: Zachary and his wife Lindsey, with my grandsons Peyton and Cooper, and Kyle and his wife Kassy, with grandson Noah.
I’m grateful for a life filled with faith, family, animals, and the opportunity to help those who need a second chance.

I am honored to support this organization’s mission by building and maintaining its website and assisting with any technical inquiries. My goal is to help connect deserving pets with their forever homes.

Carrie Tichenor
Member, Board of Directors
I’m Carrie Tichenor, a Purdue University veterinary technology graduate from 1998. My passion for animals began early—I started volunteering at the Gibson County Animal Shelter as soon as I earned my driver’s license. After graduating from Purdue, I worked as a veterinary technician in small animal hospitals throughout the Tri-State area, as well as in an emergency clinic. I later began training dogs and developed a special interest in animal behavior, working alongside several board-certified veterinary behavior specialists to expand my knowledge and experience.
Since 2006, my husband, Tadd, and I have raised our three boys while owning and operating Doggie Do Right, a dog boarding, training, and grooming facility in Fort Branch. Throughout my career, I have trained thousands of dogs, working with every level of training—from basic obedience and manners to complex and serious behavior cases. I strive to use the most current, science-based positive reinforcement training techniques to help dogs and their families succeed.
As our business has grown, so has our commitment to helping animals in need. We have supported a variety of animal rescues and shelters through donated services, monetary contributions, and fostering animals.
I am excited to bring my experience, passion, and commitment to Gibson County Volunteer Services to Animals. I look forward to working with the organization and our community to help move the care, welfare, and support of animals in need in Gibson County in a positive direction.

Member, Board of Directors
I am a registered nurse and graduate of Wood Memorial High School with deep roots in the East Gibson community. While putting myself through college, I worked as a pet and farm sitter, caring for animals of all sizes. That experience sparked a lasting commitment to animal welfare and led to volunteer work with the local shelter. I am a founding board member of Gibson County Volunteer Services to Animals, where I help guide the organization’s mission to support the well-being of animals both in the shelter and the community.
When I am not working or volunteering, I enjoy time at home with Thomas the cat and Tilly the Newfoundland, daily reminders of why this work matters.
